Luminary LM3S6965 and uIP open source TCP/IP

I am trying to work with Adam Dunkel's open-source "uIP" TCP/IP (lwIP) and Luminary LM3S6965.

I see that the newest version of IAR Kickstart for Cortex only allows 8k byte ROM image.

Can someone suggest a free compiler toolset that would work for me? It would be great if it was ported already so it compiles right out of the zip file.
I am working under WindowsXP.

Have a look at the Demos. There is a description for the Luminary with Eclipse, OpenOCD and the toolchain from Codesourcery.

Its not quite unzip and run, you will have to fetch various parts from various locations and follow the instructions from that page but not too bad.
